With “I charge thee therefore” Paul begins the last and most solemn appeal of the letter. He has just described the God-breathed Scriptures that equip the man of God for every good work (3:16–17), and now he places Timothy under oath to use them. The charge is made “before God, and the Lord Jesus Christ.” Timothy serves in the presence of the Father and the Son, who see every motive and every word.

Paul then names Christ in his role as the one “who shall judge the quick and the dead.” “Quick” is the older English word for living. The phrase gathers the whole human race into one tribunal: those still alive when Christ returns and those who have died before it. The dead do not face that judgment as souls already sorted into their destinies; they are summoned from the grave by the voice of the returning Lord (John 5:28–29; 1 Thessalonians 4:16–17). The verdict of the righteous Judge is fixed to a day in the future, and every minister’s work will be weighed then.

“At his appearing and his kingdom” is best understood as part of the oath itself: Paul adjures Timothy by Christ’s appearing and by his reign. The appearing is the visible, personal return of Christ in glory, and the kingdom is the everlasting dominion he will establish when he comes (Daniel 7:14, 27; Matthew 25:31). Paul will return to both, speaking of the crown given to those who love “his appearing” (v. 8) and of being preserved for “his heavenly kingdom” (v. 18).

The force of the charge lies in its perspective. A preacher who forgets the coming Judge will be tempted to measure success by applause or numbers. One who remembers him will speak with courage and with care, knowing that both the messenger and the hearers must give account to the same Lord.

The verb means to testify solemnly or to adjure, calling witnesses to confirm a weighty obligation. Paul uses it for formal commands given in God’s presence, and the first person singular carries his apostolic authority. It turns the instruction that follows into a sworn trust.

ἐπιφάνεια (epiphaneia) — appearing

The word denotes a visible manifestation, often used of a ruler’s arrival or a deity’s self-disclosure. In 2 Timothy 1:10 it refers to Christ’s first coming; here, as in verse 8, it points to his glorious return, an event as public and personal as his coming in the flesh.
