1 Timothy 2:1

“I exhort therefore” turns the letter from Paul’s charge about false teachers toward the ordered life of the congregation. The connective ties what follows to the warfare of 1:18–20. Timothy will fight the good fight in Ephesus first by making sure the church prays. Speculation, genealogies, and disputes had filled the air; Paul’s remedy begins before God. “First of all” signals priority of importance more than order of service. Before Paul speaks of overseers, deacons, or widows, he insists that the assembly be a house of prayer.

The four nouns are not a rigid liturgical scheme to be separated with precision. Together they display the range of Christian prayer. “Supplications” arise from a sense of need; “prayers” is the ordinary word for approaching God; “intercessions” suggests coming before a superior with a request on someone else’s behalf; and “giving of thanks” keeps petition from souring into complaint. The piling up of terms shows that praying for others is central to the church’s work, not an afterthought once its business is done.

The decisive phrase is “for all men.” A congregation absorbed in controversy easily narrows its prayers to its own circle, its own party, and its own needs. Paul will not allow that shrinking. The church’s intercession must stretch as far as God’s saving will, which verse 4 describes with the same universal language. Strangers, opponents, unbelieving neighbors, and those who govern all belong on the list. Paul has just called himself the chief of sinners who obtained mercy (1:15–16). People who have received that kind of mercy cannot draw tight boundaries around their prayers.

Word / Phrase Notes

δεήσεις, προσευχάς, ἐντεύξεις, εὐχαριστίας (deēseis, proseuchas, enteuxeis, eucharistias) — supplications, prayers, intercessions, and giving of thanks

The terms overlap and should not be pressed into sharply separate categories. Deēsis leans toward a request arising from need, proseuchē is the general word for prayer addressed to God, and enteuxis was used for a petition presented to a person of rank. Eucharistia sets gratitude within the same act of prayer. Paul’s accumulation stresses fullness and earnestness.

ὑπὲρ πάντων ἀνθρώπων (hyper pantōn anthrōpōn) — for all men

“Men” here means human beings without distinction of race, rank, or relationship to the church. The phrase anticipates the repeated “all” of verses 4 and 6, linking the scope of the church’s prayer to the scope of God’s saving purpose.
